SDPPI Indonesia published the latest IMT-2020 which is the 5G Standards under NOMOR 5 TAHUN 2021
The opening bands for Indonesia 5G will be

N1  – 1920 MHz- 1980 MHZ (Uplink ) ,  2110 MHz- 2170 MHz (Downlink )  
N3 – 1710 MHz- 1785 MHZ (Uplink ) ,  1805 MHz- 1880 MHz (Downlink )  
N5 – 824 MHz- 849 MHZ (Uplink ) ,  869 MHz- 894 MHz (Downlink )  
N8 – 880 MHz- 915 MHZ (Uplink ) , 925 MHz- 960 MHz (Downlink )  
N40 –  2300 MHZ – 2400 MHZ ( TDD)

Currently the standard is available in local language only

On 12th March 2021, Brazil ANATEL published the new Act nº 1630 (Test Procedures For Evaluating the Specific Absorption Rate (SAR) for Telecommunications Products) This is to replace the previous Act 955 (8th February, 2018).

On March 12th, India MEITY announced Gazette Notification for extension of timeline for implementation of the products notified under CRO Phase V.

Thailand

On March 11, NBTC released technical standard for Unmanned Aerial Vehicle (UAV)

–          NBTC TS 1038-2564 Unmanned Arial Vehicle – for general use
 
The effective date is Mar 12th, 2021
 
The new frequency 24.05 – 24.25 GHz with maximum output power 100 mW EIRP was assigned to Unmanned Aerial Vehicles (UAV) since Jun 20, 2020. Now with the technical standard released, manufacturers can apply NBTC Class A type approval. The existing SDoC and UAV (Drone) registrations issued based on the existing notification will remain valid, with no updates required.

Summary of new standards applied on Jul 1, 2021

1. New circular 35/2020/TT-BTTTT has been released, which will take effect from July 1, 2021, for 2.4Ghz WLAN device (host/module) –

·       QCVN 54:2020/BTTTT equivalent to ETSI EN 300 328 v2.2.2 (2019-07) will replace QCVN 54:2011/BTTTT (EIRP < 100mW) and QCVN 47:2015/BTTTT (100mW < EIRP < 200mW).

· 2.4Ghz device (host/module) will require a TA certificate under QCVN 54:2020/BTTTT for importation on/ after July 1, 2021. Already certified Type approval using QCVN 54:2011/BTTTT needs to be renewed to QCVN 54:2020/BTTTT for importation after 1’st July 2021.

2. New circular 34/2020/TT-BTTTT has been released, which will take effect from July 1, 2021, for short-range-device 1Ghz-40Ghz (host/module) -: 

·       QCVN 74:2020/BTTTT equivalent to ETSI EN 300 440 V2.2.1(2018-07) will replace QCVN 74:2013/BTTTT.

· Short-range-device 1Ghz-40Ghz (host/module) will require TA certificate under QCVN 74:2020/BTTTT for importation on/ after July1, 2021. Already certified Type approval using QCVN 74:2013/BTTTT needs to be renewed to QCVN 74:2020/BTTTT for importation after 1’st July 2021.

3. Up to date, there is no approved MRA lab for QCVN54/2020/BTTTT (nor QCVN117/2020/BTTTT nor QCVN 74:2020/BTTTT.

4. Vilas103 was designated to test QCVN54:2020/BTTTT (conducted samples only) and QCVN 117:2020/BTTTT but not QCVN 74:2020.

5. VNTA/VCC will review/ approve TAC applications with new standards before July 1, 2021.

6. TAC for QCVN 117:2018/BTTTT issued before Jul 1, 2021, can be used until it expired, but TAC for  QCVN 54:2011/BTTTT,  QCVN 74:2013/BTTTT issued before Jul 1, 2021, will be expired on Jul 1, 2021.

This new publication makes it possible to test and approve the 5G NR band n78 in Brazil. This Act becomes in force as of April 1st, 2021.

Brazil : ANATEL 3.5GHz Band (5GNR n78) – ANATEL Act nº 1477

On 5th of March 2021, ANATEL released the Act nº 1477. This new Act established the technical requirements for the use of the spectrum by devices operating in the frequency range from 3,300 MHz to 3,700 MHz.
 This new publication make it possible to test and approve the 5G NR band n78 in Brazil. This Act will be mandate on 1st  April  2021.

On March 1st, Malaysia Suruhanjaya Tenaga (ST) announced the enforcement of Minimum energy Performance standards (MEPS) for Freezer, starts from March 1st, 2021.
ST allows 1 year of grace period for compliance, by 1st March 2022 all freezers must comply to this requirement.

Wi-Fi 6E – ANATEL Act nº 1306 

On Feb 26th ANATEL released the Act nº 1306. This new Act updates the Act 14448 (Technical Requirements For Assessing Conformity Assessment of Restricted Radiation Equipment) to include the Wi-Fi 6E technical requirements in the frequency range of 5,925-7,125 MHz (Item 11.7). This is a great news for all manufacturers wishing to approve devices with Wi-Fi 6E technology in Brazil.

 MCMC – Requirements for Voice Over LTE (VoLTE) – UPDATED 250221

On 25th February , SIRIM / MCMC updated the Minimum Test Parameters for VoLTE Certifications according to 3GPP TS 34.229-1 due to 3G Network Sunset. 

Additional fee will be charged by SIRIM due to review and evaluation of  the test report per 3GPP TS 34.229-1.

Transition period for ETSI EN 300 328 V2.2.2 specification

Referenced to the official Journal of the European Union dated Feb 6, 2020, the transition period of the harmonized standard EN 300 328 V2.2.2 expires on 6 August 2021. EN 300 328 regulates the specifications for data transmission equipment operating in the 2.4 GHz band. 

V.2.1.1, the latest version of EN 300 328, will expire on 6 August 2021.

After this date, devices introduced onto the market and those which have been tested according to V2.2.1 must be compliant with the new requirements of V2.2.2. The most important change from the newly published EN 300 328 V2.2.2 to V2.1.1 is the revision of rules and measurement for receiver blocking so that re-tests will become mandatory for all devices.

SAR testing required from 25th February 2021

Per the Technical Disposition IFT-012-2019, published by IFT (Instituto Federal de Telecomunicaciones) back on 26th February 2020, will come into force on 25th February 2021. This regulation introduces SAR local testing requirements for mobile terminal equipment.

The technical parameters of IFT-012-2019 will be in accordance with the following international standards:

  1. IEC 62209-1: Measurement procedure for the assessment of specific absorption rate of human exposure to radio frequency fields from hand-held and body-mounted Wireless communication devices- Part 1: Devices used next to the ear (Frequency range of 300 MHz to 6 GHz).
  2. IEC 62209-2: Human exposure to radio frequency fields from hand-held and body- mounted Wireless communication devices-Human models, instrumentation, and procedures – Part. 2: Procedure to determine the specific absorption ratio (SAR) for Wireless communication devices used in close proximity to the human body (frequency range of 30 MHz to 6 GHz).
  3. International Commission on Non-Ionizing Radiation Protection, “Guidelines for limiting exposure to time-varying electric, magnetic and electromagnetic fields (up to 300 GHz)”.

IFT-012-2019 will apply to telecommunications devices which may be connected to a telecommunications network and/or make use of the radio spectrum in the frequency range of 30 MHz to 6 GHz and that are used:

  1. Near the head, particularly near the ear, in the 300 MHz – 6 GHz frequency range, and / or
  2. At a distance less than or equal to 200 mm from the human body, in the 300 MHz – 6 GHz frequency range

CRA Released Public Consultation on Class License for SRD

In response to the recent technology developments, Communications Regulatory Authority (CRA) plan to update the Version 3 of Class License for Short Range Devices. The current developments in technology require a revision of the current Version No. 3 of Class License for Short Range Devices. This document specifies the harmonized standards to be used for SRDs. The new Version No. 4 is intended to cover additional applications of radio-communication devices.

ANATEL – Act nº 77 – Cyber Security Requirements for Telecommunications Equipment 

This act is applicable to all terminal devices with connection to internet and telecommunications network infrastructure equipment.

  • According to item 4.1, when request the approval of devices under the scope of this act, ANATEL will request a Declaration Letter from applicant with the following content: 
  1. indicating that the product was developed in compliance with the principle of security by design;
  2. relating to which requirements of this document the equipment and its supplier meet at that moment; and
  3. recognizing that they are aware that cybersecurity requirements are subject to updates, including regulatory and administrative ones, in line with technological development, with the emergence of new threats or vulnerabilities.
  • According to item 4.2, when ANATEL implement the Market Surveillance program, they can assess whether the product and its supplier maintain compliance with the requirements of this Act. So far, there is none Market Surveillance procedure.
  • The items 5 and 6 of Act 77, describes the specific requirements for Cyber Security, such as:
  1. Software/Firmware update;
  2. Remote management;
  3. Installation and Operation;
  4. Access to the device configuration;
  5. Personal data.

Moldova

Effective on February 22nd, 2021, according to the new regulation TR34/2019, both CE and SM marking on the same product are not permitted anymore.

The manufacturers can decide to apply either the SM mark or the CE mark only on their products. Please note that there is no transitional period specified in the regulation. The authority recommends that all manufacturers, who already have received Moldavian certificates, start to remove the SM mark if the radio equipment is already labeled with the CE mark.

All products that are labeled with CE or SM mark should be accepted to be placed on the market of the Republic of Moldova

Hong Kong’s Office of the Communications Authority (OFCA) published a new Table of Frequency Allocations to replace the old version from April 2020. 

The plan complies with the Region 3 allocations under the Radio Regulations which are applicable to Hong Kong, the allocations which have been adopted by Hong Kong, as well as the band plans in use in Hong Kong.

ENACOM – WiFi standard updated to v20.2

ENACOM updated the WiFi protocol issued in November 2020 and effective since December 2020.

It has been updated to v20.2 because it modifies just the section 6.5 on last page of the protocol. It has been decided to establish that the limit of 30 dB indicated will apply only to “spurious emissions”, as defined and established in Rec. ITU-R SM.1539. Out-of-band emissions are then excluded.

The Telecommunications and Regulatory Authority TRA in the United Arab Emirates has released a new version (version 4) for Ultra Wide Band and Short Range Devices regulation. 

The regulation release shows the allowed frequencies and information about the usage of the product, transmission power, duty cycle, channel spacing, and standard reference.

Please note that Ministry of Industry Regulation No. 58 year 2020 regarding Enforcement of mandatory Indonesia National Standard (SNI) kitchen appliances and liquid Heating appliances to use of household electricity.
Regulation was issued on 23 Dec 2020 with effective date after 12 months from the date of promulgation
The mandate date will be on 23rd Dec 2021 .
